With up to $ 1 billion, New York Governor Andrew Cuomo hopes that every New Yorker connected to high-speed Internet by 2019. Administration billing it as the largest public investment in universal broadband in the country.

The program provides for service providers to offer at least 100 Mbps, or as the main digital director Rachel Haot described at a press conference, "more than 10 times the federal definition of" broadband. "

The plan, known as the New Broadband program in New York (yes, that's two "news") will include a $ 500 million capital investment (of the last bank accounts) .

States shouldn't have to put massive amounts of money into getting fiber rolled out. Part of the 1996 Telecom Act gave telecoms tax breaks and they were supposed to use that extra money and roll it into putting in infrastructure. The last-mile fiber for all of the US has been paid for several times over with the money they've saved in taxes since then. The telecoms have instead spent their increased profits on acquisitions and mergers instead.
